Single-family homes are exempt. Almost nothing else is. Here is what the law actually distinguishes, because the whole compliance question turns on it. Functional turf is grass that provides a recreational or practical benefit: active recreation areas of at least 1,500 contiguous square feet, athletic fields, playgrounds and golf course play areas, sited at least ten feet from a street and on slopes under 25 percent. Nonfunctional turf is everything else — streetscape grass between the sidewalk and the road, medians and traffic circles, the frontage and courtyard grass outside an office or a retail building, decorative HOA landscape panels. SNWA estimated the law would remove somewhere around 3,900 to 4,000 acres across the valley, roughly 30 percent of the 13,000 acres of grass that were here. That is not a nudge. That is a third of the valley's lawn. What we do with that is straightforward. We walk the property with the definitions in hand and produce a map: this panel is functional and stays, this median is nonfunctional and goes, this courtyard is arguable and here is why. Then we price the conversion against the Water Smart Landscapes rebate, which pays commercial, HOA and multifamily properties $5 per square foot for the first 10,000 square feet and $1.50 per square foot thereafter with no phase or time restriction, plus $100 per qualifying new tree. The timing argument is the one worth making early. A property that starts in a planning cycle it controls pays less and picks its own disruption window. A property that starts in late 2026 is bidding against everyone else who waited. Paperwork comes without being chased: certificates of insurance naming owner and manager, W-9s, lien waivers, schedule of values on larger scopes. We also write the maintenance contract afterwards, because a converted landscape that nobody adjusts the controller for is a dead landscape in eighteen months.
